凱米颱風重創雲林，今（27）日可明顯感受風雨減弱許多，但雲林仍有多處未退淹水區，以及農、林、漁、牧場頻傳出慘烈損失，截至26日災損統計至少逾2.85億。雲林縣長張麗善今上午至土庫鎮埤腳里等地區勘災，而據土庫鎮長陳特凱指出，由於埤腳里緊鄰舊虎尾溪，洪水溢堤導致整個地區約2000多公頃農田、村落淹水，其中一戶養雞戶飼養的9600多隻三週齡紅羽土雞滅頂，僅剩不到10隻存活，雞農心血一夕泡湯。▲雞場損失慘烈／記者 林虹伯攝影張麗善指出，畜產與漁業光家禽死亡就超過30萬隻，逾4915萬元、養殖魚塭受災面超過1760公頃，損失5200萬元，業者苦不堪言，縣府農業處己請農業部將畜產與漁業一併納入天然災害救助範圍，希望中央儘速公告。張麗善表示，昨已向行政院長卓榮泰請求縣內 農作物全品項 納入農業天然災害救助範圍，農業部隨即於昨日公告，她感謝卓揆苦民所苦，也請各鄉鎮市公所、農業處即刻展開受理農民申報作業。農業部26日公告雲林縣為農業天然災害現金救助、低利貸款地區，畜產、漁業則尚未公告，張麗善向農業部反應，要求儘速公告為農業天然災害現金救助及低利貸款地區，也請業者拍照或透過農業天然災害現地照相APP上傳災害影像。－－－雲林縣農產天災救助及低利貸款地區農業部26日深夜公告雲林縣「農產業全品項」為天然災害現金救助及低利貸款地區，且得依據天氣參數、農產業天然災害現地照相app拍攝災損照片「免勘查」，請受損害農民於7月27日起至8月5日止，向土地所在地公所申請。縣府農業處提醒農民於申請期間（假日仍受理申報）持身分證、印章、農會存款簿及土地所有權狀或土地使用同意書等相關文件，向土地所在地公所申請辦理現金救助。辦理現金救助部分：(一)救助對象應為實際從事農作生產之自然人，且無本辦法第5條第2項所定情事。(二)申報項目損失率達20%以上者，依該救助項目之救助額度予以救助；未達20%者不予救助。(三)短期作農產品於同產季或長期作農產品於同曆年，救助以一次為限。(四)現金救助額度依本辦法第6條第1項附表辦理(如附表1)。(五)農民申請救助項目之災損程度符合本部112年12月1日農輔字第1120024235號公告之災損天氣參數，或災損嚴重由直轄市、縣(市)政府認定並報本部核定者，經查證具下列種植客觀文件之一，鄉(鎮、市、區)公所得免勘查：１、改制前行政院農業委員會112年6月26日農糧字第1121061028號公告之種植客觀證明文件。２、農民依本部開發之「農產業天然災害現地照相APP」拍攝當次災害之災損照片。辦理低利貸款部分：(一)救助對象應為實際從事農作生產之自然人，且無本辦法第5條第5項所定情事。(二)本次辦理農業天然災害低利貸款項目、額度及期限如附表2；貸款利率依中華郵政二年期定期儲金機動利率減0.305%機動計息（目前為年息1.415%）。(三)本貸款由貸款經辦機構依規定自行出資辦理，計畫編號「113-01，類別：H」。(四)申借本貸款之農民，應在辦理期限內，依實際受損情況，向鄉(鎮、市、區)公所申請核發「農業天然災害受災證明書」(格式如附件1)，並於該證明書核發之次日起15日內，檢附該證明書及「農業天然災害低利貸款申請暨計畫書」(格式如附件2)，向貸款經辦機構提出申請。(五)貸款經辦機構應審酌農民實際受災情形及復建、復耕需要，覈實貸放。－－－雲林縣颱風致財產損失稅務減免申請因應凱米颱風及外圍環流的影響，連日來持續降下豪大雨，造成民眾財產損失，稅務局特就與納稅義務人關係較為密切之房屋稅、地價稅、使用牌照稅及娛樂稅等稅目，提醒納稅義務人如有申請減免稅捐之需要時，依下列規定辦理：一、房屋稅：(一)房屋淹水達50公分以上，減徵房屋稅，稅務局主動依雲林縣政府社會處或各鄉(鎮、市)公所通報之清冊辦理減徵作業。(二)受災房屋，毀損面積3成以上不及5成者，房屋稅減半徵收；5成以上，必須修復始能使用者，房屋稅全免，於災害發生後30日內，向稅務局提出申請。二、使用牌照稅：(一)汽車或機車(151cc以上)，因泡水受損需修復始能使用，或受損嚴重無法再使用，已向監理機關辦理報停或報廢手續者，稅務局主動辦理溢繳使用牌照稅之退稅。(二)車輛進廠維修，未向監理機關辦理報停，但有停駛維修的事實，可於災害發生之日起1個月內，持村(里)辦公處、消防、警察或有關機關出具之災害受損證明及維修廠的證明文件，自行向稅務局申請退還車輛無法使用期間的溢繳稅款。三、地價稅：土地如因災害，造成山崩、地陷、流失、沙壓等環境限制及技術上無法使用，地價稅全免。受災土地之所有權人或典權人，得於災害發生後30日內，向稅務局提出申請。四、娛樂稅：查定課徵之娛樂業者，因災害無法營業，可向稅務局申請扣除未營業之天數，按比例核減當期之娛樂稅。稅務局表示，民眾申請各項地方稅災害減免，可上該局網站（https：//www.yltb.gov.tw/）/專區服務/災害減免專區，線上申請稅捐減免；或撥打免費服務電話0800-556969，將有專人為您服務。稅務局提醒，除了地方稅之外，國稅部分也有相關災害之稅捐減免規定，民眾可先拍照存證，並在災害發生後30天內向各地區國稅局申請災害減免，詳情請洽財政部中區國稅局雲林分局電話(05)5345573、虎尾稽徵所(05)6338571、北港稽徵所(05)7820249。 #monica-writing-entry-btn-root { ._monica-theme-d2f2b383 { --theme-text-primary: #262626;
